Are there withholding taxes on Foreign International ETF's in my TFSA?

Does the 15% withholding tax in the TFSA only apply to US stocks/ETF's. I hold International ETF's in my TFSA and was wondering if there would be withholding taxes on those too?

U.S. and other foreign securities that are held in a tax-free savings account (TFSA) are slapped with a 15% withholding tax on foreign dividend income and other foreign stocks.
For example, if a publicly-listed U.S., European, or Asian ETF pays a $100 dividend to a Canadian investor, $15 is withheld immediately.
Canadian investments are not subjected to withholding tax.
